The Agriculture Labor Program was formed in April 2012 and is organized under the Department of Labor's Division of Immigrant Policies and Affairs. It has some similarities to the former Rural Employment Services Program. The Foreign Labor Certification Unit was also transitioned to the Division of Immigrant Policies and Affairs.
The 17-member work group includes 10 field staff, three field supervisors, and the Division Director, Jeanette Lazelle. All field staff and field supervisors speak English and Spanish. They are supported by a Foreign Labor Certification Specialist, a Program Liaison, and a Communications Specialist. Lazelle said, "We work in support of New York agriculture, one of the most important industries in this state."
