Information about Individual and Family Grants

Welcome to the State’s Individual and Family Grant Program information page.

On June 30, 2006, Governor George E. Pataki announced a major flood relief package that will  provide crucial and timely assistance to thousands of residents affected by the recent devastating floods in the State Disaster Emergency  declaration  area  which  includes Broome, Chenango, Cortland, Delaware, Herkimer, Montgomery, Oneida, Orange, Otsego, Schoharie, Sullivan, Tioga, Ulster, Fulton, Greene, Hamilton, Madison, Rensselaer, Schenectady and Tompkins counties.

The State’s Disaster Relief Program is designed to supplement existing  federal disaster relief programs and address gaps in coverage and eligibility  for individuals and families, and also municipalities who were impacted  by  the  flooding.  A  key  component  of  the package is the $25 million State Individual and Family  Grant  (IFG) Program,  which  would provide individuals, families,  and  small businesses with grants of up to $5,000 for documented flood  losses not covered by insurance or other government programs to their primary residence or business. 

You can file your application on-line or print a hard copy and mail it to the Department.  Before beginning the application, please read the Application and Program Procedures. Reminder: The application deadline for the State IFG Program has been extended to Monday, October 30.

Once the department receives the application, the information will need to be verified and an inspection of the damage site will take place.  After the inspection report is filed, eligible applicants will be mailed an award.

Businesses are also eligible for the Empire State Small Business Flood Recovery Grant Program.

IMPORTANT INFORMATION ABOUT ASBESTOS REMOVAL: Property owners who are completing demolition work and may be removing materials that contain asbestos are strongly encouraged to read the following information.  

In addition to the State IFG program, individuals are strongly encouraged to also apply for assistance with FEMA.  To apply, call 1-800-621 FEMA (3362) or go online at www.fema.govReminder: The application deadline for FEMA has been extended to Monday, October 30.

For both the IFG and FEMA applications, please remember to include either your Social Security number or Tax ID number if you own a business, your current address and the address of the damaged property if different, a contact phone number, a description of the damage and estimate of loss.  You will also need to provide documentation to verify ownership and loss.  Some examples of acceptable documentation are: (please send ALL that apply)

  • a copy of your deed or lease
  • mortgage statement or real property tax bill
  • DBA
  • Certificate of Incorporation
  • tax bill with your tax identification number
  • estimates for the repair or replacement costs
  • letter of denial from the insurance company
  • letter from town officials declaring your property uninhabitable
  • photos

After you file your application and submit your supporting documentation, an inspection will be scheduled.  PLEASE NOTE: Both FEMA and the State IFG program require an inspection; therefore you will have two (2) inspections of your property.  The inspectors for the State IFG program are from World Claim Global Claims Management.  The will carry identification as a NYS Department of Labor Vendor and wear t-shirts that read “NYS Labor” and “World Claims Management."

Two  Disaster Assistance Service Centers are open Monday through Friday 9 a.m. to 6 p.m. at the locations listed below:

  • Conklin Town Hall,  1071 Conklin Road, Conklin
  • Sidney Civic Center, 21 Liberty Street, Sidney

Representatives from the New York State Department of Labor, the Empire State Development Corporation, New York State Emergency Management Office (SEMO), the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) will be on hand to meet with applicants who may have questions concerning their applications.

If you need assistance filing an IFG application, please call the New York State Individual and Family Grant Program hotline at 1-888-7-NYS-AID.  Operators are available Monday - Friday 8AM - 5PM, Saturday 8AM - 12PM.  If you have already filed an application and we are checking on the status of your claim, please call 1-888-329-7540.  Operators are available from Monday - Saturday 8AM - 5PM. In addition to the IFG program, people who have become unemployed because of the severe storms and flooding that began on June 26, 2006 in 12 of the 20 counties may be eligible for Disaster Unemployment Assistance (DUA).  The counties covered by DUA are: Broome, Chenango, Delaware, Herkimer, Montgomery, Oneida, Orange, Otsego, Schoharie, Sullivan, Tioga, and Ulster counties. 

Individuals can apply for DUA by calling the NYS Department of Labor Monday through Friday from 8 a.m. until 5 p.m. at 1-888-209-8124 or by applying on-line at www.labor.state.ny.us.  Follow the instructions for filing a new claim.  If you are not eligible for regular unemployment benefits, you will be sent a DUA application.  Further information on DUA (or application forms if you did not receive one) can be obtained by calling 1-866-642-7227.  When you file for benefits, you should have the following information available:

  • Your Social Security number.
  • Your NYS driver’s license or Motor Vehicle ID card number, if you have one.
  • Your mailing address and zip code.
  • A telephone number where you can be contacted for additional information.
  • Your alien registration card number, if you have one.
  • The names and addresses of all employers for whom you've worked within the 18 months prior to July 3, 2006 including those in another state.
